The Water Sector Government Coordinating Council (GCC) is pleased to concur on the 2007 Water Sector-Specific Plan (SSP). This plan provides the overarching framework for integrating Water Sector critical infrastructure and key resource protection efforts into a unified program coordinated by the Department of Homeland Security (DHS). Through direct collaboration, the Water Sector Coordinating Council (SCC) and the Water Sector GCC were able to develop a plan that lays out a logical and workable framework for a strong public/private partnership that will help secure the Water Sector and the country as a whole. The Federal and State members that compose the Water Sector GCC support the concepts and processes described in the Water SSP and are committed to working with DHS and other sector security partners to help achieve the goals established in the plan. This work will be appropriate and consistent with the authorities, resources, and programs specific to each of the departments and agencies which compose the Water Sector GCC. Recognizing that the Water SSP is intended to be a living document, the Water Sector GCC also commits to continuing to work with DHS and the Water SCC to ensure that the plan is updated as needed. This collaborative effort will enable us to better focus the limited resources available for critical water infrastructure protection in the most beneficial manner. As approved by those on the Water Sector GCC who participated in the review of the final 2007 Water SSP, I, Debbie Newberry as Chair of the Water Sector GCC, concur on this version of the Water SSP on behalf of the Water Sector GCC. This signed " Letter of Agreement " from the Water Sector GCC indicates concurrence with the final 2007 Water SSP. This letter is to endorse the final version of the water Sector-Specific Plan (SSP) and acknowledge that the Environmental Protection Agency (EPA) actively engaged the Water Sector Coordinating Council (WSCC) during the plan's development. Furthermore, the WSCC thanks you and the EPA for being so responsive to our comments throughout the development and subsequent revision of the SSP. The SSP development effort is an example of the value and productivity that can occur when federal and water sector security partners leverage the National Infrastructure Protection Plan's (NIPP) sector partnership model.
